Here are the Government guidelines for merchants on how to safely onward sell
There is no question that these incredibly strong substances need regulation, and at the same time are also incredibly useful for certain blockages.
In 2018, it became illegal for members of the public to possess sulphuric acid above 15% concentration without an EPP licence (explosives precursors and poisons licence). Professional users do not need a licence providing they are using sulphuric acid for the purposes connected with their trade or business.

September 2023 – Government Legislation Change for Sulphuric & Hydrochloric Acids
Regulated Explosive Precursor within The Control of Explosives (Precursors and Poisons Regulations 2023.)
From October 1st 2023, as well as only selling to businesses and trades people, additional information must now be recorded by you (the Merchant/Retailer)
For regulated substances you will now need to record all sales and retain data for 18 months, all such recording must be made available upon request to relevant requesting authorities.
This must consist of the following data:
- The Trade/Business Customer’s Name & Address.
- If the trade/business customer is not an individual, the name of an individual who is authorised on behalf of said Trade/business customer should be recorded.
- A form of Photographic Identification of the Trade/Business Customer or, if the trade/business customer is not an individual, of the individual making the purchase. (I.E: Passport, Driving Licence, Trade ID card etc)
- A Statement of the nature of the Business Customer’s Trade, Business or Profession or of the public function that the business customer performs.
- The Trade/Business Customer’s VAT Registration No: if the trade/business customer has such a number.
- Businesses and professional users should be verified every time a new purchase is made.
Where regulated substances are being supplied frequently or on a routine basis to the same professional user or business, verification should occur regularly or whenever there is a change or deviation from normal purchasing patterns, however all/each transaction must still be recorded individually by date. - Additionally, businesses supplying regulated and reportable substances to other trade/businesses must inform them that the products they are purchasing are regulated & reportable under the Poisons Act 1972. This should be recorded on all sales receipts, Shipping/Delivery notes etc.
